Floodwall murals

I am the Chairman of our Church's 100th Anniversary here in Pt. Pleasant, WV. Several murals have been painted on our floodwall and our church has requested permission from the City to paint a mural depicting our 100th Anniversary. So far, it gets bounced from committee to committee due to fear of separation of church and state. Do you have a policy in place that we may study that covers who and what may be placed on a mural at your floodwall?
